Chapter two examines why peace and stability in Europe proved elusive in the 1920s and why the so-called \u2018new diplomacy\u2019 of Wilsonianism failed to live up to its promise. The chapter looks for the sources of instability in the way the armistice of 1918 was negotiated and in the diplomacy of peacemaking at the Paris Conference in 1919\u201320. It addresses key questions such as the impact of debts and reparations in international politics and the role of the victorious Great Powers and the formation of the Soviet Union in the redrawing of the map of east-central Europe. The chapter also analyses how the Rhineland Crisis of 1923 paved the way for the Locarno agreements of 1924\u201325 and French proposals for a united Europe as a solution to Franco-German rivalry.<\/p>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n
