Abstract<\/h2>\n\n\n\n

As part of needs assessment for program development, andragogical learner analysis uses the andragogy in practice model to determine the extent to which andragogical principles fit a particular situation. It was determined that considerable effort will have to be devoted to convincing the learners of the need to know because some may not perceive they need the program. Second, most of the learners are experienced managers who consider themselves to be reasonably accomplished at their jobs. However, the program will challenge learners\u2019 mental models of management development as it presents a new approach to managing in the public sector. Thus, their prior experience could actually be a barrier to learning. Next, it was determined that few of them had engaged in self-directed learning with regard to management issues. The approach being taught relies on a complex integration of theories and would be unfamiliar to these managers. Thus, some portions of the program may be more didactic than others.<\/p>\n\n\n\n
